iCloud backup is off. How do i turn it on?

under icloud at the bottom it indicates my icloud backup is off. rrrrr how do i turn it on?
I am also requested to accept new terms and conditions and get a message "unable to connect to server" when i click on it.

My icloud account is a different email than my ipad and i think this is why I am having trouble. my iphone is for work and my ipad is mine therefore i would rather not sync them.

It doesn't matter if you have more than one email account. Just go into the iCloud settings and turn it on by sliding the button. Are you sure that your phone is connected to the internet?
