I am trying (and almost sure it can't be done) to find a jailbreak for my Iphone 4s with ios 6.1.3 anyone that can help i would be greatful

Thanks that's what I thought. So these ones that are asking for money saying they have one are a scam

Yes. And likely a source for introducing malware/viruses onto computers of the unsuspecting. One should NEVER pay for a jailbreak.

Carriers can/will unlock under certain conditions that are specific to each carrier... And there are 3rd party ways available - can be found via your favorite web search. It can be of value when reselling a device... and if you're venturing outside the county of your native provider and wish to use pay as you go service.

Hotspot is a carrier thing , I have a iPhone 5 on Verizon that's running 6.1.3 and its a hotspot and its neither unlocked or jail broke, I do know if you jailbreak there is ways to use it as a hotspot for free without your carrier authorizing it

So even if I back up my phone from from an older os (like 6.1 for example) Is that possible? or would the phone still have 6.1.3 even if I restore my phone from a backup I have on iTunes from like couple months ago?

The backup is just your data, not the OS. You would still be on 6.1.3.
