How to activate an iPod Touch 5th Generation

I purchased an iPod touch on eBay and the person does not know what account it was linked to, but when I try to turn it on it says I have to enter the apple ID attached to it.

The original owner would need to provide the apple ID and password to unlock the device. There is no work around.
