Charge your iPhone to 21%, play a little bit with it until it drops down to 20% and see if the warning pops up. If not, restart your iPhone and repeat.
Hopefully the restart will fix it, otherwise a restore should do.

If the restart doesn't work, try Reset All Settings.
Reset All Settings
Go to Settings >General >Reset >Reset All Settings. This resets to default everything in Settings, including notifications, alerts, brightness, and clock settings like wake up alarms.

When it hit 10% it popped out but I was wondering why it didn't pop at 20%. Has it happened to you?

I think I might have pressed it, maybe it was about to pop up and then I pressed too fast to even notice.

There's times when a banner notification drops, and I do an action on the screen at the same time, and it makes the notification go away before I even see what it is.
