hotspot not working

My brother iphone 6 seems to be having some hotspot issue.

When I try to connect my laptop to the iphone, the screen where it shows device connected keeps blinking and I cant connect. Phone has the latest update. Any ideas?

Are you using T-Mobile? I don't know about other servicers, but with me having T-Mobile, you have to pay to use Hotspot otherwise it won't work. It's pathetic because the original Galaxy S is the only phone that is capable of having free tethering.

Its a verizon phone.

The hotspot works when connected to USB. When I try the wifi option, I cant connect my laptop to my phone. Is there some sort of option to enable wifi?
