I move old pictures when my girlfriend got her 4S but having issues getting the pictures and videos on my PC to my iPhone 5? Any suggestions?

Just want to add I can't see all my pictures from my photo stream. I can if I get on my iPad but only around 40 pics on my iPhone 5?
