Can I activate with no SIM card?

I just a iphone 4 to use as and iPod or as a back up phone but was reset when bought. When I turned it on I try to activate it with my wifi and said to try again. I have been trying for the past few days only with wifi and no SIM card. My question is if there's away to activate it or get it to function without installing a SIM card?

I would just put a SIM card in
A friends maybe or pick one up from a carrier for 5 bucks

Personally, I’ve never been able to do so... beg/borrow (don't steal) a SIM and get it activated... then you can remove the SIM,
