Paid updates on iOS6?

my iPhone is on iOS6 and few minutes ago i tried to update tweetbot and something interesting pops up

does this mean that payed updates are coming to iOS 6?

That is nothing new. You are logged in on a different account than the one you used to download the app in the first place.
