how can I find my lost or stolen Ipad if it is offline

my ipad is lost or stolen. When I tried to find it on ICloud, It says it can't track device because it is offline.

You can't.

The best you can do is check the box to "Notify Me When Found" which will send you a message if the device is connected to a network. You also can send an erase message to it or put it in "Lost Mode" from iCloud.
