Why isn't my phone letting me download apps

How do I install apps on iPhone 5c? It won't let me I have tried my password to iTunes store and also resetted my account numorous times... I really need this app on my phone... This is rubbish phone

What happens when you enter your password in the App Store?
Does the phone belong to you or does someone else own it?
Are there parental restrictions on the phone?
Did you purchase it used? Did someone else used to own it?

Note that most likely it is not a "rubbish phone".

Have you set up a payment method? You have to have one set up even to download free apps.

Check and make sure in stings under cellular that you have the iTunes or App Store toggled on for cellular.
