Why is my iphone 5s freezing when im updating it?

I updated my iphone 5s and then it goes to take me through the steps like choosing a WIFI network, then i press next and it goes to a bright white screen with the apple then says "slide to upgrade" but i slide my finger and nothing. its like its frozen. i tried locking it unlocking it with the button and screenshotting it and ive restarted it just takes me through the first couple steps then to that screen again that doesn't respond to my touch.
