I reset my iphone 4s and now it is asking for a sim card

I know the 4s doesn't take a sim card and the phone worked before the reset. Not it won't work without the sim card.

Any LTE capable device requires a SIM.

Yes, if the OP is using the iPhone 4s on Verizon, it does not require a SIM card to be used on Verizon. It is not an LTE device.

Insert the SIM card that came with the iPhone 4S.

It's a bug. And it's been showing up lately. Not apples fault I don't think. Something crazy was going on with Verizon's 4 and 4S activations. Hopefully it's fixed now but if not go to your nearest Verizon or Apple Store and hopefully they can figure it out.
