I don't have the touch ID setting on my iphone 5s

I've never had the touch ID setting on my iphone 5s I purchased the phone from an Apple dealer in the UK has this something to do with it?
How can I get these settings?

Have you gone to Settings > Touch ID & Passcode and set it up?
