Why is my reading list not syncing between my iPhone and iPad?

When I follow the instructions to save web pages to my reading list nothing happens on my iPad, but when I do it on my iPhone it works but the two don't pass the info between each other. They are both on the same iTunes account and connected to the internet.
Anyone got any suggestions?

Is iCloud enables on both devices using the same iCloud credentials?
