Can't Download App to my iPad

When I go to download an app, it starts then goes to a circle with a square in the middle of the circle. If you select it, it goes to icloud with a down arrow. I have reset itunes, restarted my ipad to no avail. HELP

When you tap on the "square in the middle of the circle" you are canceling the download. Just tap on the "icloud with a down arrow" and let the app download.

The "down arrow" indicates that the has been purchased but not downloaded to the device. "Open" means the app is downloaded.
