i have iPhone 3 GS. it has an older version of 5.0.1. today i updated it to 6.1.3. when i clicked the option install, it started to switch off and on automatically. it is still happening. what can i do? please help me.

Put it in DFU Mode, connect it to iTunes, it should detect that the iPhone is in recovery and prompt you to restore.
