Facetime Not Under Settings

I have an iphone 5 and am trying to turn on facetime. If following the online instructions, it states to go to Facetime under settings. In doing so, I do not have a facetime tab under settings. Any ideas?

The OP's device may have been originally purchased in one of several countries that do not allow FaceTime so settings for it may not be available.
