Why won’t a 3rd-party complication work with all Watch Faces?

This has irked me for quite some time. We have an app that allows us access to office at my place of employment. When I use the “Solar Graph” watch face, the app’s complication is listed and selectable, however, if I choose any other watch face it is not listed.

Does the app’s developer have to specify which watch face it can work with and if so, why?

Same issue with Clime. Complications only work with certain watch faces.

Kind of.

The developer needs to specify what layouts their complications support. Then, those are matched to the Watch face.

Infograph is the only face Clime works on. Dev says more are in the works.
