Is Apple going to release a watch OS 3 PUBLIC beta? If not, why?

Welcome to iMore! The short answer is "probably not." This is partly because Watch betas are harder to install and can't be removed without physically sending the watch to Apple. So far they've stuck with smaller scale beta tests through the dev program.

No. Because if things go bad and you change your mind, you can't down grade your watch OS without paying a fee and mailing it in toApple. This would be a disaster if they released that to the open public.

Why would Apple create and release a public beta profile for the watch if they had no intention of realising OS 3 for a public beta?

It is possible that they may be willing to do a public beta in a build very near to actual release. But I even doubt that considering they have never opened watch betas to the public.
