Why is people album not accurately updating across devices

With the people album now working via iCloud for some strange reason not all photos are being copied to each face i have faces on iOS that are not showing on iPad or Mac. I have to go find the missing pics and add them manually. Anyone else experiencing this

To add a new person, find a picture. Display it and swipe up. Clicking on the person’s face add a name. Rest is done.

Open up the People album, click on a person, and swipe - there’s a “confirm additional photos”.

yes i know that but im saying if i have 340 on person A on iPhone on iPad or iMac but may say 320 for example

Could be a glitch or a bug. It may solve itself in a future update.
Since I only have an iPhone, there is no way for me to check this for you.
