Why Hearing Aid Mode won't remain on ?

I have low call quality on my Iphone 4s and I heard that Hearing Aid Mode will help a lot but when I toggle it and exit the page and return back to it the toggle will be switch off. Why ?

Hmm, just tried it on my iPhone 6 Plus and it works fine. Are you on the latest OS for your device? Have you tried rebooting it?
