Both the iPhone and the Bluetooth item you're trying pair it with needs to be in a mode that allows each to detect the other. Typically, you place the Bluetooth item in discovery mode and then allow the iPhone to detect it via the Bluetooth settings.

Welcome to iMore! If you go to Settings > Bluetooth, check right below the Bluetooth toggle and it should say that your iPhone is discoverable. You'll also want to make sure your bluetooth device is set to discovery mode. Consult the device manufacturer for specific instructions.
