If you're buying a new device the device will come with the latest OS which is 9.3. I'm not sure that you can get a device with 8.4. Also, the device should come with ibooks preloaded, though i don't know what you mean by ibooks 2.

You would need to find a used iPhone with 8.4 still on it. Might be difficult to find. eBay?
