Welcome to iMore! Are you talking about sending audio messages or using the voice to text feature to dictate messages to your Messages app instead of typing?
Start by conducting a hard reset and see if that fixes your problem. Reset your device by holding the power button and home button down simultaneously until you see the Apple boot logo.

Is Siri turned on in Settings? I think it has to be on for the dictation mic to work.
