Using iCloud windows 10 app issues.

I installed iCloud from the windows App Store on my windows 10 PC. I logged In and it created two folders iCloud photo and iCloud Drive in windows 10. I then copied relevant folders and photos from my windows PC to these two iCloud folders, only some uploaded. Secondly, after all data is moved to iCloud can I deleted the folders on my pc or will it sync and remove the data from iCloud also ?
So after 72 hours of my main Windows PC being left on with no power management enabled nothing much seems to have uploaded to the iCloud. iCloud still shows 1.95TB free. my complete photos and documents data in the windows iCloud folders amount to approx 950GB.
All I can see is folders primarily with numbers as labels like 00,01,002 etc and they're all empty.

Thanks. Ive read so far that the current iCloud for windows that's on the windows App Store is not that good. And I should perhaps uninstall snd used version 7?
