Why does it not notify others when I have followed them on Twitter?

Because that is the setting that the people you want to follow has set.

I have my Twitter notifications turned off. It's too much. I open Twitter every day. I'll see all that then. So, like D' said, they have it set that way. It's nothing personal against you. They most likely are like me and don't want all the annoying notifications.
