So @ nswenso when you do your complete reset and reboot as a new iphone do you restore a backup after that is done?
No I don't. I have my phone numbers from iCloud but I reinstall apps I want and lose my messages and all that.

Guys, will you update right when it comes out or wait for a week or two? I have an iPhone SE and this is my first ever iPhone with a major iOS update, so I'm not sure if I should do it right away or wait to see how it works or whether or not it's buggy.

Meh- never HAD to in the past and worked fine without issues, just enjoy it myself.
Same thing happened here. ITunes also still says 9.3.5 is the latest. 64GB iPhone 6S Plus as well.Tried to download immediately. download fast (6 min) and got to the last 10 seconds of install and there was an error that is now causing me to restore back to 9.3.5. This is on my 64 GB iPhone 6S Plus.
I will have to try this again.....
If you are updating from lower firmware, you have to do it always as a prevention of lag and errors.
