Rotate and resize photos

I had iphone 4 ios 4.3.2 installed and i was able to rotate my photos in camera roll.
I recently had to restore my iphone and did not use an existing back up.

I now do not have this option, am i missing something?
Does anyone know why or how to get it back?

Do you want to downgrade your firmware or want that feature in current version

i would rather keep 4.2.3 as i had it with this os before.
I just dont know why its not there now.
