Ringtones always lost when restoring iPhone from backup

Whenever I restore an iPhone from iCloud backup, 80% of my ringtones are disconnected from their contacts. The sound files are still there, but I have to reconnect them to their contacts. Is there a fix for this? It's been happening for all of my iPhones including the latest X with iOS 11.

It’s been a loooooong time since I’ve restored from an iCloud backup so hopefully, someone who has will reply soon.

Are the tones you are restoring purchased through the iTunes store? I ask because I make and manage my tones through iTunes, but my iCloud contacts have always retained the ring/textone link I was using for that particular contact. Of course it won't play the tone until I sync the tones to my device.
