New IOS Battery Usage feature

For example it will tell you how many hours an app was in the foreground vs background. Since I updated to the new IOS sometimes this feature shows data some times it doesnt? in the new IOS for apple there is a battery usage tracker in settings. It show what percentage certain apps are using. Is there a way to turn this off?
