I leaving to England this Friday and I ask sprint to unlock my 4s for the trip so does that mean I'm unlock to all carriers out of the country and in the states ??

With a 4S, the sim unlock is for international GSM carriers only - you will still be "locked" to Sprint in the US... unless you use an international provider's sim and roam on the international carrier's US roaming partner(s).

What I described is the only unlock Sprint can do for you...
