Is there any way to reboot game center?

It is not allowing me to add games to it on my old ios phone. I want to load Clash of Clans to my new phone but it will not give me a transfer code.

Welcome to iMore! If you sign in to Game Center in Settings with the same Apple ID or whatever credentials you use, you should get the same game. If not, try signing out, then back in. There is no "reboot" for Game Center.
