iPhone XR Verizon - I need wifi & Bluetooth on to use personal hotspot?

Is there anyway to change this beside plugging my iPhone in through USB? On my 6s plus I just ran my hotspot, no need for wifi and Bluetooth to both be on?

I'm not quite understanding the situation. Is the iPhone XR the hotspot or another device? The reason I ask is because you stated, "....beside plugging my iPhone in through USB".

My XR is the hotspot. I find it strange that I can't just turn it on and run it and that I have to have both Bluetooth and Wifi on for it to operate unless I plug it in.
