If there is no iPhone mini announced this year, I do not believe at all that this is "the end" of the mini line. They are too popular, and Apple isn't dumb. I believe whole-heartedly that the mini will make a return in the future.

I’m with Annie on this, I suspect apple will bring back the mini sometime after the apple vison pro launch
