iOS Security Response 16.4.1 (a) has been released. It was not easy to download or install, because of verification issues on Apple's servers. I was finally able to successfully download, and then install the update. It's not a full iOS update, so it should not have taken so long to install. From what I can tell from others on Twitter, the issue seems to have been fixed.

I downloaded but then it said that I wasn't connected to the internet when it tried to install. (I definitely was.) This kept up for several attempts. I decided to wait a bit, and 30 minutes later, it finally installed.

I downloaded it the other day, and weirdly it failed initially on the install part - it said I wasn't connected to the internet (I was). It kept throwing up the error dialog, too. I suspect instead that Apple's signature verification was temporary offline, because once the messages stopped appearing, and manually trying again 30 minutes later, it installed fine.
