Yea this is true, the running theory is that the group working on 17.1 beta 1, started before iOS 17.0 RC was completed and the ringtones will come back in iOS 17.1 beta 2 or beta 3.

I was having troubles downloading my ringtones to my phone after the latest update the magically appeared.
