If I turn on the wifi on my iPad, will it still charge time to my data account?

No, it will not charge your data if you are actively connected to a WiFi network with internet access.

To be 100% sure that you aren't using data, you could go to Settings > Cellular and turn cellular data off. But this really should not be necessary.
