5 phones and 2 ipads on my Verizon plan. when you buy more icloud storage, is it only for your specific device or shared with the other phones on your data plan?

Whatever device sharing your icloud user name and password will be able to share/use your icloud storage. Really not related with your verizon plan.

Yes, as noted, it is not related to your Verizon account, but it IS related to the Apple ID you are using on each device for iCloud.
