I have never turned on any restrictions, so why is the "sign in" bar on my iPad grayed out?

Got a used iPad2 mini via eBay. Set it up as a new Ipad. I want to sync it with my iMac to get my Safari bookmarks. However, the "sign in" bar in Settings/iCloud is grayed, with the only option being to "Create a new Apple ID", which I do not want to do. I have other Apple ID's. (I set up alternative ones so that I could FaceTime between devices easily.) I have never turned on any restrictions. The iPad2 mini is running iOS 8.3. My main iMac is osx 10.9.5. BTW, in the iCloud preferences on my iMac, there is no box for syncing Safari bookmarks, though there is a box for Safari.

Not sure what to suggest beyond a iOS restore.
