I already unlock my Activation Lock on my sisters iPhone but it is still lock. Help me please

My sisters iPhone was stolen 2 days ago and fortunately with using ' Find My iPhone' apps, we found it. But I can't unlock the 'Activation Lock' even though I have unlock it.
