How to turn off camera sound in iphone 7 plus

My iphone 7 plus is in silent mode and when i click photo in this mobile when in silent it creates sounds >> so can u help me how to canecl camera sound when in silent

think it needs a jailbreak. in some countries, it's the rule/law that cameras make sound. I guess for people to know if there are stalker/bad person around taking pics where they shouldn't
