How google off line maps works?? Can it work without sim??

In Airplane mode, the GPS receiver on iPhones gets turned off as a part of the cellular radio circuitry - so Google Maps, off-line and stored on your device will not work unless you turn on wifi, and the wifi node you're connected to it located accurately and it's IP address' geolocation is available to the database wifi location services provides your phone.
