How can I stop my photo library from showing the same pictures on my iPhone and iPad?

I have and iPhone XR and an iPad and I’ve noticed whenever I take a picture on either, it shows up on the opposite devices’ photo library as well. I use iCloud so I don’t know how to just stop my actual photo library from syncing between both devices. I also don’t have the storage capacity on my iPad to have all my pictures from my iPhone included. But if I delete a pic on my iPad, it will delete on my phone too. Help!!
