How can I remove deleted apps from the cloud?

So, I want to delete some apps from my iCloud - I cannot. It is a personal iPhone 5S. I have turned iCloud off & back on since deletion & have had multiple updates/back ups since then & the app is still showing that it is on my iCloud.
My phone only shows the backup & not the documents & data area.
Please help.

You can't turn those off in settinge>iCloud>manage storage

Indeed help too. I've downloaded Dropbox on my iPhone 6. I deleted the app on my phone and want to re-download it. When I attempt to download the app from the App Store there is no download button but only an open button. I've deleted the app from my iCloud settings and still only an open button. Help?
