Endless "Update Apple ID Settings" after upgrading to iPad OS

Just upgraded my iPad Pro to iPad OS.

All seems to have gone well, except I keep getting prompted in settings to "Update Apple ID Settings."

I enter my password, it then asks for my passcode after a few seconds, saying "the passcode you use to unlock this iPad will also be used to access saved passwords and other sensitive data you store in iCloud." I enter the passcode and it accepts it. And then a few seconds later, it starts all over again.

Any ideas? Anyone else seeing this?

Second tier Apple Support seems to have fixed it. They "refreshed" something and then it asked for the iPad Passcode, followed by the iPhone Passcode, and it went away for good.
