Dos my i phone need to have a sim card just to get wifi?

My i phone phone 4s dont jave a sim card can and i cant get wifi,

You need a SIM card that matches the carrier the phone is locked to to activate the phone. It doesn't have to be an active sim. Then you can remove it and use the phone wifi only. It is a one time thing.
