Dialer request could not be performed

Hello. So I have not had any other issues with my phone except when I go to dial my local area code. 860. I will type 86 and I'll get a waiting circle then the dialer will say it can't perform request and I have to hit dismiss. Has anyone had a similar issue or a fix.

I have the latest software.
