Cannot now play a video downloaded from iCloud

I took a 15 minute video with my cell phone - it's now in iCloud. I learned to go to iCloud.com to access the video and now I'm trying to download it to my PC (Windows10). It took about an hour to download but now cannot find a player that recognizes it - I've tried VLC, Windows Media and QuickTime - all say basically that they don't recognize it, may be corrupted, in a file format they cannot read.

Hey LC! I found this info at the Microsoft site. You are on a PC right, not a Mac? It's suggesting that maybe you need to install the latest Codecs. These are video compression protocols, that phone may be using while recording (to save space)....

I think iCloud does the compressing - but either way I don't know which Codec to download and there are many cautions about untrustworthy sites. I don't care if I don't use windows media player but it doesn't want to play on QuickTime or on the VLC media player either.
