Can I delete items from my iPad once I put them in iCloud

I have everything in iCloud from my iPad and iPhone . I want to delete everything from my iPad and iPhone can I do that and it stay in the iCloud. Everything is on my desktop computer also.

No. iCloud is not a storage option. It's a back up option. It backs up what is currently on your device. If you delete data from your device, it's also deleted in iCloud. Or will be when you back up again. If you want storage, you can use cloud based apps like Box and Dropbox. Upload the photos, then you can delete them from the camera roll. I assume you refer to photos and videos.
