Yes it will work with a FULL unlock. No it will not work on 3G. You will get EDGE only.

Rogers and T-Mobile use different 3G bands.

T Mobile uses AWS spectrum (band 4, frequencies 1700/2100) for 3G data transfer.

Rogers phones, while still being gsm have no band 4 and are missing the 1700 frequency. They will receive data but only on EDGE as the frequency necessary to receive 3G data is missing from the Rogers branded 9900 variant.
